In a state where the median metro takes more than two months to go pending, converting the departing home is a serious option rather than a fallback.

Why it comes up more in Georgia

Because the alternative is a long carry. Atlanta averaged 69 days to pending for the month ending August 2026, Savannah 73, Dalton 77, Rome 85, Gainesville 87 and Brunswick 94. Add a closing period to any of those.

Renting converts that timing exposure into an income question, and it stops the clock on a listing that may be getting stale in a market that added two to three weeks of marketing time this year.

What it costs: the assessment cap

Georgia's base year homestead exemption, created by HB 581 and made mandatory statewide from 2027 by SB 33, caps growth in taxable value to the rate of inflation. It applies to homestead property.

Rental and investment property is not protected. So a departing home converted to a rental sits outside the cap, and its assessment behaves like any other non-homestead property.

That is a real cost and it belongs in the comparison, particularly for a long-held home whose capped position is worth something. Your county tax commissioner can tell you what the protection is currently worth on that parcel.

What changed federally

Fannie Mae restructured rental income policy in Announcement SEL-2026-08, dated September 2, 2026, mandatory for applications dated on and after November 1, 2026. Departing residences are governed by B3-3.8-05; the content formerly at B3-3.1-08 has moved.

Lease agreements are not permitted for any departing residence. Market rent must come from a complete appraisal including market rents, a Form 1007 comparable rent schedule, or a market analysis supported by at least three comparable rentals.

The calculation is gross market rent times 75%, less that property's full PITIA. A positive result offsets the departing residence's own payment; it does not become qualifying income. Six months of PITIA reserves apply where property-management experience is under 12 months.

The honest view

Renting helps with Georgia's central problem, which is time, and costs you a tax protection plus the reserve requirement. In the 85-plus day markets that trade often makes sense. In Columbus at 44 days it rarely does.

What we would not do is drift into it. Listing the house, watching it sit, and taking the first tenant who appears is how owners end up outside the cap without ever having weighed the trade. Decide it deliberately, with the numbers. See the Form 1007 page and the structures page.
